Abstract

Introduction: Forced evictions implemented as urban restructuring by various levels of government in Mexico are common, however, in affectations by natural events are originated by minimal urban structuring, causing alterations in the lives of populations that inhabit risky areas. The disaster risk affecting this population is caused by landslides, floods, volcanic eruptions, hurricanes, geological faults and sinkholes. Risk is considered to be the probability of human or other losses, depending on the hazard, exposure and vulnerability; when one of the three elements mentioned is reduced, the risk is reduced. In various parts of the world, forced relocations are carried out when a community is at risk or when a disaster has manifested itself, sometimes expulsions of people are considered protection mechanisms. Method: The Natural Protected Area (NPA) Sierra de Guadalupe, located in Mexico City (CDMX) and State of Mexico (EDOMEX), was established as a study area, same that has unsafe characteristics for urbanism due to episodes of landslides the most recent in the Cerro de Chiquihuite, for this reason and according to the final cartography elaborated by means of Geographic Information Systems (GIS) by means of map algebra, integral urban risk management could be implemented; using consensus and awareness as protection measures, avoiding confrontations between government and inhabitants. Results: Establish consensual relocation, avoiding forced evictions that create violence, establishing civil protection before correcting or repairing the damage.
